Management of Contaminated Soil and Groundwater Remediation Strategies

The implementation period of this plan has been from January 20, 2020 to July 19, 2021. The summary of the results of the implementation of this plan is described as follows: 1. Promote governance blueprints and business results In response to the future integration of environmental resources, in order to effectively and properly use the soil pollution fund, while continuing to develop the main core business of soil and groundwater, we have formulated "improvement of laws and regulations", "implementation of quality management", "development of key technologies" and "promotion of remediation The 4 major governance main axes and 12 promotion strategies of "Education" are to develop short, medium and long-term governance blueprints for soil and groundwater remediation in the next 4 years. At the same time, in response to the review and revision of annual performance indicators, we hope to effectively promote the implementation of various core businesses. To comprehensively demonstrate the results of the Soil and Groundwater Pollution Remediation Fund Management Board, as well as to enhance the public understanding of the performance of the Environmental Protection Administration (EPA) on soil and groundwater pollution remediation, this project thoroughly analyzed the writing characteristics of previous Annual Reports on Soil and Groundwater Pollution Remediation. This project also assisted the EPA in compiling and printing English and Chinese versions of the 2019 Annual Report on Soil and Groundwater Pollution Remediation. Two hundred copies of the 2019 Annual Report (compact version, in Chinese) were enthusiastically requested by the public at the special exhibition of the 20th anniversary of the Soil and Groundwater Pollution Remediation Act, effectively promoting the performance of soil and groundwater pollution remediation. All versions of the Annual Report were updated and available for download on the official websites of Soil and Groundwater Pollution Remediation Fund Management Board. 2.Annual Performance Assessment and Award Ceremony To specifically present and evaluate the results of Environmental Protection Bureaus (EPB) on the soil and groundwater pollution remediation, this project assisted the Environmental Protection Administration (EPA) in formulating the 2021 Annual Performance Assessment Plan and organizing a session of consultation meeting for the 2021 Annual Performance Assessment (Draft). This project also assisted central and local environmental protection agencies in fully controlling the progress of 2020 and 2021 annual performance assessments through quarterly reports, assessment system, guidance manual, and customer service hotline. The 2019 Annual Performance Assessment Award Ceremony and task coordinating meetings were organized based on the implementation of the 2019 annual performance assessment by EPB. In addition, this project assisted in fulfilling the revision of the 2019 incentive fund use plan under the latest incentive fund reimbursement regulations of the EPA. 3. Continue to promote the site management plan Through the site management process control mechanism, continuous inventory of the current status of business management sites can be distinguished between improved sites and accelerated site improvements. This plan selects 5 improved sites and provides suggestions for substantial improvement and supervision and management. ; Screen 40 accelerated improvement sites for on-site survey evaluation, and based on the selection of demonstration sites, apply for supplementary investigation evidence or assist in the completion of relevant administrative procedures and investigations. 2 site management promotion meetings and 3 counties and cities have been completed The Environmental Protection Agency promotes a business-contaminated site remediation planning, evaluation, and management conference. In order to avoid problems such as a lengthy remediation period, multiple changes to the improvement plan, or failed improvement sites that have been verified, due to long-term capital investment, poor improvement results and interruption of improvement operations, this plan has been processed and completed 5 improvements Site survey and interview operations at the midfield site. For the sites that have not started the improvement work, 40 sites were selected to accelerate the site survey guidance work. According to the interview results, a total of 19 sites related to contaminated land are willing to improve the site, including 2 sites that have been proposed by related parties to the contaminated land. Send improvement plan, 2 planned improvement work evaluation, 5 need to evaluate the improvement funds, 3 only part of the landowner is willing to improve, 1 is unable to perform the improvement work due to external road use rights issues, 1 land relationship People have performed the improvement work, but the verification failed, 1 domestically owned public land, evaluated the feasibility of the improvement funds and implementation, and 4 public lands of the Sixth River Bureau of the Ministry of Economic Affairs and Water Resources Department, which have been planned to be included in the 110 year to conduct supplementary investigation operations . The other 21 sites have not yet started to improve, including 6 sites that have been included in the project subsidy plan for regular monitoring or long-term monitoring of the natural attenuation feasibility assessment. The remaining 15 sites are recommended to be included in the plan for the comprehensive assessment of the future soil pollution fund. Renovate and improve the ranking of the site list. 4. Regional Environmental Management and Pollution Prevention Management of Soil and Groundwater Environment This project continues the concept of regional environmental management and pollution prevention, by taking stock of the information system of the Soil and Groundwater Pollution Remediation Found Management Board, and reviewing the application of infographics and big data in domestic government departments, exploring possible application scenarios for planning. Utilize Kernel Density Estimates tool to produce the heatmap of heavy metal discharge in discharged water and the heatmap of the operation of chlorinated organic matters. Propose suggestions for infographics-related applications. This project contains the technical support for environmental management surveys of EPB, and develop a blueprint for big data and management maps or infographics for the soil and groundwater environment management, and completes one results sharing seminar and three EPB education training sessions. 5. Soil & Groundwater Proessional Training Camp The EPA has long been committed to assisting the development of domestic soil and groundwater related industries, so that current school and recent graduates can understand the development status and future vision of the soil and groundwater industry, and promote the professional skills needed for the employment of future soil and groundwater talents. To prepare to increase the competitive advantage of future employment, we will organize 4 days and 3 nights "Soil & Groundwater Proessional Training Camp". With practical application experience and resources in the industry, through relevant soil and groundwater courses and group competition activities, the integration of soil and groundwater pollution remediation courses and professional skills is achieved, and the employability and practical experience of future soil and groundwater talents are improved.
